County Commission Meeting Minutes
February
26, 2001
Present for the meeting were Commissioners Richard Baker, and Bill Forbush.
Elected
Officials: Meeting
with the commissioners on the regularly scheduled monthly meeting were the
elected officials, Assessor Ivel Burrell, Treasurer Patricia McCoy,
Prosecuting Attorney Trent Grant, Sheriff Thomas Stegelmeier, Deputy Clerk
Suzanne Bagley was present to take minutes.
Trent Grant commented on the City of Island Park impact people that
were coming. Trent cautioned the commissioners that no decision be made at
this time. Public discussion and notice will be given at a later date.
Treasurer Patricia McCoy gave the commissioners applications for county
credit cards. Treasurer McCoy received notice from Trent Grants office that
the Assessors Office is qualified to do the appraisal on Shelia Waresmith
property.
City
of Island Park Impact Area: Present
before the commissioners were Mayor Lori Augustine, Ray Stratford City
Councilman, and Attorney Stephanie Bonnie representing the City of Island
Park. Mr. Ray Stratford submitted a proposed impact area map for the
commissioners to review. The City of Island Park is stating that they are
asking for impact only and not to be annexed at this time. Commissioner Baker
stated that no decision would be made at this time.
Ivel
Burrell and Bonnie Moore: Met and asked the County Commissioners to consider Jeff Williams to do County
survey reviews while Dennis Jones is out on sick leave. Commissioner Baker made a motion to accept Jeff Williams to do the
survey reviews. Commissioner Forbush seconded the motion. A voice vote was
heard with both
commissioners
voting in favor.
College
Tuition: The
County received one Junior College application for Fremont County resident
Arwen M. Powell. Commissioner Richard Baker made a motion to accept the
application. Commissioner Forbush seconded the motion. A voice vote was heard
with both commissioners voting in favor.
IP
Library Friends: Betsy
Crabs, Audrey Burts, Rosy Lindsey, and Linda R Albano all represent the Island
Park Library Board. They met with the
commissioners to inform them on how they operate and what is available to the
people of Island Park. The Island Park Library Board extended an invitation to
the commissioners to come visit the Library and see what is available.
Landfill: Butch
Nagle Landfill Supervisor presented to the commissioners a proposal on the
John Deere crawler buy back program. The Commissioners will discuss this
further and get back to Supervisor Nagle at a later date.
Emergency
Medical Services: Director Mary Lou
Davis reported to the commissioners that she and Trent Grant are working on an
Ambulance Ordinance. Director Mary Lou Davis also informed commissioners that
there would need to be some cinder block repairs done at the St. Anthony
Ambulance building.
Road and Bridge: Fremont County Road and Bridge Supervisor Weldon Reynolds and Mike Black from Forsgren Associates appeared before the commissioners to discuss how Federal dollars can come back to our community. Mr. Black has helped in completing the application that is due this Friday in Boise. Road and Bridge Supervisor Weldon Reynolds asked that Resolution # 2001-07 application for Local Technical Assistance Council monies. Commissioner Baker made a motion to accept this resolution. Commissioner Forbush seconded the motion. A voice vote was heard with both commissioners voting in favor.
Trent Grant appeared to talk about the City of Island Park monies due
for road maintenance and snow removal. Trent Grant will get together with
Attorney Stephanie Bonnie to discuss the issues and commissioners will once
again discuss this at the March 12th, 2001 meeting. Road and Bridge
Supervisor Weldon Reynolds reported that Scott Briggs found two international
kits at $ 26,000.00 a piece. The commissioners will talk about this and report
back to Weldon Reynolds at the next commissioners meeting.
Commissioner Baker and Commissioner Forbush asked Weldon Reynolds to
check into a couple of places in the County that stop signs need to be
considered.
Employee Relations Committee: Mary Lou Davis represented the Employee Relations Committee to discuss whether or not the committee should exist. Assessor Ivel Burrell and Treasurer Pat McCoy have concerns about how much work time is being taken out to be on the committee. The subject of an emergency evacuation plan and safety meeting for each department was brought up. Commissioner Baker & Commissioner Forbush both felt that the committee was necessary. Officer Ralph Davis had some concerns about donating some sick time to any individual.
Other Items of Business:
Commissioner Baker motioned to approve claims for February 26, 2001 and minutes from the previous meeting. Commissioner Forbush seconded the motion. A voice vote was heard with both commissioners voting in favor.
There
being no further business to come before this Board, the meeting was recessed
until the next regularly scheduled meeting to be held on March 12th,
2001.
