County Commission Meeting Minutes
November 25, 2002

Present for the meeting were Commissioners Richard Baker, and Bill Forbush.

Elected Officials: Meeting with the commissioners on the regularly scheduled monthly meeting were the elected officials, Deputy Assessor Jeremy Dixon, Treasurer Patricia McCoy, Sheriff Thomas Stegelmeier, Clerk Abbie Mace and Deputy Clerk Suzanne L. Bagley was present to take minutes.

Judge Keith Walker gave commissioners an update on the 5-County Detention Center. Judge Walker came before the commissioners to give notice that as of January 1, 2003 Public Defender Jim Archibald will be leaving Fremont County to be a Magistrate Judge, which would leave an opening for either a new employee or a contracted public defender.

Judge Walker stated that Burt Butler met with Madison County Commissioners to discuss the possibility of combining juvenile probation with Teton, Madison, Fremont, Jefferson, and Clark Counties.

Treasurer Patricia McCoy stated that there are several delinquent property taxes owned by the County that are not paid up to the acquired date. Treasurer McCoy stated that there needs to be a better understanding with all public entities as to who will pay the property taxes upon being acquired. Prosecuting Attorney Trent Grant will draft a letter to all taxing entities

Treasurer Patricia McCoy stated that she would like to have a meeting with the commissioners in January to discuss and landfill fees ordinance.

Sheriff Tom Stegelmeier stated that they are having a problem with old cars, and old refrigerators that are being disposed of on private land.

Sheriff Stegelmeier stated that he would like to set up a jail expansion meeting.

Commissioner will meet on Wednesday December 11, 2002 at 7:00 p.m. in the Commissioners Room with the jail advisory board.

Assessor Ivel Burrell would like to have a work meeting with the new commissioners in January to give an update on each of the departments and what they do.

Clerk Abbie Mace asked commissioners to sign resolution #2002-24 that would authorize the execution and delivery of a governmental lease purchase master agreement for a new road grader. Commissioner Baker made a motion to accept resolution #2002-24. Commissioner Trupp seconded the motion. A full voice vote was heard with all commissioners voting in favor.

Clerk Mace asked commissioners to sign a Release of Local Improvement District. Commissioner Baker made a motion to approve the Release of an LID Lien. Commissioner Trupp seconded the motion. A full voice vote was heard with all commissioners voting in favor.

Commissioner Trupp made a motion to approve the minutes from the previous meeting. Commissioner Baker seconded the motion. A full voice vote was heard with all commissioners voting in favor.

Robin Singleton and Lynn Bowman from the Library Board came before the commissioners to have them sign an order amending the boundaries of the Fremont County Free Library District to encompass and include that incorporated portions of the City of St. Anthony, and Ashton. Commissioner Trupp made the motion to approve the order. Commissioner Baker seconded the motion. A full voice vote was heard with all commissioners voting in favor.

Karen Lords Planning and Zoning Administrator came before the commissioners to ask for permission to have the Work Camp build a desk for the new Building Inspector in the Planning and Zoning Office. Commissioner Trupp made a motion to accept a bid from the work camp for $1,880.53 to build a desk. Commissioner Baker seconded the motion. A full voice vote was heard with all commissioners voting in favor.

Ken and Martha Elliott appeared before the commissioners to discuss tax issues. Mr. and Mrs. Elliott feel that their taxes have been assessed unfairly. Assessor Ivel Burrell stated that the Elliott’s need to come into the Assessors Office to apply for homeowners exemption. The Elliott’s needed to be come before the Board of Equalization, but missed the deadline. Assessor Ivel Burrell asked that the Elliott’s call her office to make an appointment to have the Assessors Office reappraise the Elliot’s property for next year. Commissioners explained to the Elliot’s the appraised value will stand for the current year.

Weldon Reynolds Road and Bridge Supervisor came before the commissioners to give the Road and Bridge Report. Weldon Reynolds stated that he is concerned about the demands that some of the residents in Island Park are requesting with snow removal.

Monday December 2, 2002 in Ashton an ITD meeting for the Transportation Committee will be held.

Debbie Adams Social Services Director asked to meet with commissioners in executive session. Commissioner Baker made a motion to go into executive session. Commissioner Trupp seconded the motion. A full voice vote was heard with all commissioners voting in favor. Commissioner Forbush declared the meeting open. Commissioners signed one new lien. Commissioner Baker made a motion to approve case # M2002-24. Approve case #G2003-18. Approve case #G2003-24. Approve case #G2003-25. Commissioner Trupp seconded the motion. A full voice vote was heard with all commissioners voting in favor.

David Schiess and Chris Park from Schiess and Associates came before the commissioners to give commissioners a report on several projects that Schiess and Associates are working on.

Chris Park gave commissioners an update on the Last Chance Sewer System upgrade and also a progress report on the evaporator study at Mack’s Inn Sewer.

Mary Lou Davis EMS Director asked that on December 21, 2002, she be allowed to use the commissioner’s room for EMS testing.

Board of Equalization
November 25, 2002

Commissioner Forbush opened the Board of Equalization.

Assessor Ivel Burrell stated that there were no sub-rolls to be heard.

Sue Sommer a Fremont County Resident came before the commissioners to ask that her taxes be reduced due to a fire. The taxes would be pro rated to $ 245.30. Commissioner Baker made a motion to have the taxes pro rated to the date of the fire. Commissioner Trupp seconded the motion. A full voice vote was heard with all commissioners voting in favor.

Bill Wuthrick came before the commissioners to give an Emergency Management Report. Bill Wuthrick reminded commissioners of the Incident Command Course to be given in St. Anthony on January 8-9, 2003.

Bill Wuthrick stated that after the first of the year, Fremont County will start working towards becoming prepared to be a Storm Ready Community.

Lisa Turner from Data Processing, Bonnie Moore from GIS, and Karen Lords from Planning and Zoning met with commissioners. Commissioner Baker made a motion to go into executive session for personnel issues. Commissioner Trupp seconded the motion. A full voice vote was heard with all commissioners voting in favor.

There being no further business to come before this Board the meeting was recessed until the next regularly scheduled meeting to be held on November 25, 2002.
