June 14, 2004

Present for the meeting were Commissioners Bill Forbush, Donald Trupp, and John Hess

Elected Officials: Meeting with the commissioners on the regularly scheduled monthly meeting were the elected officials Treasurer Patricia McCoy, Sheriff Tom Stegelmeier, Assessor Ivel Burrell, Attorney Trent Grant, Clerk Abbie Mace and Deputy Suzanne L. Bagley.

Assessor Ivel Burrell came before the commissioners to report that tax notices had gone out. Treasurer Patricia McCoy gave commissioners cancellations in the amount of $525.22 for the month of May. Attorney Trent Grant gave commissioners a copy of the proposed ordinance that would create the Fort Henry Mosquito Abatement District. Trent Grant offered some funds to send City and the County police officers for child abuse investigation. Commissioner Trupp made a motion to allow Attorney Trent Grant to offer training to the other entities along with the sheriffs office. Commissioner Hess seconded the motion. A full voice vote was heard with all commissioners voting in favor. Sheriff Stegelmeier stated that there are currently 20 inmates being in the County custody. Clerk Abbie Mace presented commissioners with a alcohol catering permit for Trouthunter in Island Park on June 19, 2004, which the commissioner signed. Clerk Mace presented two Release of Local Improvement District Lien for the Macks in Sewer System. Commissioner Hess made a motion to approve the Release of Local Improvement District Liens. Commissioner Trupp seconded the motion. A full voice vote was heard with all commissioners voting in favor. Clerk Mace presented one Jr. College application for approval. Commissioners Trupp made a motion to approve the application. Commissioner Hess seconded the motion. A full voice vote was heard with all commissioners voting in favor. Commissioner Trupp made a motion to approve the minutes from their past meetings. Commissioner Hess seconded the motion. A full voice vote was heard with all commissioners voting in favor. Commissioner Trupp made a motion to approve a Liquor License for the Lazy Trout Lodge. Commissioner Hess seconded the motion. A full voice vote was heard with all commissioners voting in favor.

Treasurer Patricia McCoy and Deputy J’Lene Cherry and the County Outside Auditor Earnest Jensen via telephone discussed the early payoffs of the Last Chance Sewer LID.

Sue Sommer Planning & Zoning Employee asked to meet with commissioners in executive session for personnel issues. Commissioner Hess made a motion to go into executive session. Commissioner Trupp seconded the motion. A full voice vote was heard with all commissioners voting in favor.

Mike Swallow with Personnel Systems and Services came before the commissioners to discuss a Human Resource program that he has to offer.

Husk Crowther & Dave Noel from Forsgren & Associates came before the commissioners to discuss the ordinance that would establish the Last Chance Sewer Line Extension LID, Ordinance 2004-04, and to discuss the bidding of this project. Commissioner Hess made a motion to approve Ordinance #2004-04. Commissioner Trupp seconded the motion. A full voice vote was heard with all commissioners voting in favor.

Karen Lords Planning and Building Administrator and Garth Rose Councilman for the City of St. Anthony presented the commission with a Joint Powers Agreement which would have the county issue and inspect all building permits in the City of St. Anthony. Commissioner Trupp made a motion to sign the Joint Exercise of Powers Agreement with the City of St. Anthony. Commissioner Hess seconded the motion. A full voice vote was heard with all commissioners voting in favor. Karen stated that on July 14, 2004 at 7:00 p.m. at the Flat Rock Ranch, the BLM has been asked to put on a Fire Wise program for the Nature Conservancy and was wondering if we wanted to use this as one of our public meeting for the County Fire Mitigation Meeting. Commissioners agreed to use this date as one of the public meeting for our Fire Mitigation Plan.

Debbie Adams Social Services Director asked to meet with commissioners in Executive session. Commissioner Hess made a motion to go into executive session. Commissioner Trupp seconded the motion. A full voice vote was heard with all commissioners voting in favor. Commissioner Forbush declared the meeting open. Commissioners signed six new liens. Commissioner Trupp made a motion to deny case #M2004-16, deny case #M2004-18, approve case #M2004-21, approve case #M2004-11, deny case #G2004-112, and deny case #G2004-110. Commissioner Hess seconded the motion. A full voice vote was heard with all commissioners voting in favor.

Commissioner Hess made a motion to go into executive session for the purpose of potential litigation. Commissioner Trupp seconded the motion. A full voice vote was heard with all commissioners voting in favor.

Bill Wuthrick Emergency Management Director gave commissioners a report on the Homeland Security Grant that are being worked on for Fremont County.

Weldon Reynolds Road & Bridge Supervisor and Lance Holstrom from Idaho Transportation Department came before the commissioners to discuss the Fremont County Transportation Plan grant that had been awarded to the county. Mr.Holstrom stated that he is willing to administrate the grant for the county. Commissioner Trupp made a motion to hire ITD to administer the grant. Commissioner Hess seconded the motion. A full voice vote was heard with all commissioners voting in favor.

Shayne Barr and Ryan Brown from Tri-County Probation came to ask that commissioners sign a Tri-County Probation grant application for $79,000.00. Commissioner Trupp made a motion to sign the application. Commissioner Hess seconded the motion. A full voice vote was heard with all commissioners voting in favor.

Jean Robison & Marv Hansen from the Fremont County Fair Board met with the commissioners to discuss some of the repairs that need to be made at the fair grounds. Commissioners were invited to the next Fair Board Meeting on July 13, 2004 at 7:00 p.m. in the evening at the Fairgrounds.

Tamra Cikaitoga Parks and Recreation Director came before the commissioners to discuss the new smoking law that will go into effect July 1, 2004. The law does not allow for anyone to be smoking in the building. This will make the Fremont County Golf Course Club House smoke free.

Rex Rammell a Fremont County Property Owner came before the commissioners to discuss a fence Mr. Rammell would lie to put along county road 900 North. Commissioners will to do on onsite at Mr. Rammell property. Commissioners Hess, Forbush, Blair Jones from Road & Bridge will meet June 15, 2004 at 8:00 a.m. at the Road & Bridge Office to go look at the proposed fence.

Clerk Mace asked the commissioners to allow the change of the Last Chance Sewer Line Extension LID Formation Ordinance Resolution that was signed on the May 17, 2004 Commission Meeting to #2004-08 because we had assigned two resolutions to #2004-07. Commissioner Hess made the motion to make the change. Commissioner Trupp seconded the motion. A full voice vote was heard with all commissioners voting in favor.

Commissioner Hess made a motion to give the contract for Fire Extinguisher Servicing for 2004 to Shell Fire Extinguisher Service. Commissioner Trupp seconded the motion. A full voice vote was heard with all commissioners voting in favor.

Clerk Mace asked the commissioners for permission to hold a seminar for the employees for a Nationwide Retirement Solutions. Commissioners agreed to have the clerk set up a seminar.

There being no further business to come before the commissioners the meeting was adjourned.
