Meeting Minutes

July 12, 2004

Present for the meeting were Commissioners Bill Forbush, Donald Trupp, and John Hess.

Elected Officials: Meeting with the commissioners on the regularly scheduled monthly meeting were the elected officials Treasurer Patricia McCoy, Sheriff Tom Stegelmeier, Assessor Ivel Burrell, Attorney Trent Grant, Clerk Abbie Mace and Deputy Suzanne L. Bagley.

Sheriff Stegelmeier reported that there are currently 21 inmates in custody.

Assessor Ivel Burrell had commissioners sign a contract with Jeremy Dixon for contract appraisals with the County.

Attorney Trent Grant was asked to put together a Resolution that would increase the landfill fees 5%.

Clerk Abbie Mace talked with commissioners regarding the personal policy and holiday pay. Commissioners also discussed increasing the counties meal per diem and would like to look into this further.

Clerk Mace presented a liquor license catering permit for Constance I Himes for commissioners to approve. Commissioners signed the permit.

Commissioner Hess made a motion to approve the minutes from the previous meeting. Commissioner Trupp seconded the motion. A full voice vote was heard with all commissioners voting in favor.

Treasurer Patricia McCoy asked to meet with commissioners in Executive Session.

Commissioner Trupp made a motion to go into Executive Session for the purpose of potential litigation. Commissioner Hess seconded the motion. .A full voice vote was heard with all commissioners voting in favor. Commissioner Forbush declared the meeting open.

Josephine Ramos came before the commissioners to ask about a trailer that has been foreclosed on. The County now has this trailer, and the Ramos’s are interested in purchasing it. The commissioners will discuss this further, and Treasurer Patricia McCoy will work with the Ramos Family.

Karen Lords, Planning & Zoning Administrator, came before the commissioners to have them sign driveway permits.

Karen Lords came before the commissioners to ask in behalf of Bob Mortensen for final plat approve of Fox Tail Meadows Subdivision. Commissioner Trupp made a motion to approve the plat. Commissioner Hess seconded the motion. A full voice vote was heard with all commissioners voting in favor.

Grant Richey, a Fremont County Resident, came before the commissioners to ask that the County maintain the roads in Aspen Heights Subdivision. Commissioners denied his request.

Lisa Turner from Data Processing asked to meet with commissioners in executive session for the purpose of potential litigation. Commissioner Trupp made a motion to go into executive session for the purpose of potential litigation. Commissioner Hess seconded the motion. A full voice vote was heard with all commissioners voting in favor.

Commissioner Forbush declared the meeting open.

Debbie Adams, Social Services Director, asked to meet with commissioners in Executive Session. Commissioner Trupp made a motion to go into Executive Session. Commissioner Hess seconded the motion. A full voice vote was heard with all commissioners voting in favor. Commissioner Forbush declared the meeting open. Commissioners signed one new lien and Catastrophic Assignment. Commissioner Trupp made a motion to deny case #G2004-116, deny case #M2004-19, and deny case #M2004-20. Commissioner Hess seconded the motion. A full voice vote was heard with all commissioners voting in favor.

Tamra Cikaitoga, Parks and Recreation Director, came before the commissioners to discuss several issues with the commissioners. Tamra Cikaitoga reported that there was a power line that blew up a tree at the Golf Course due to a wind storm.

Tamra Cikaitoga spoke about some problems about the Ora Bridge, and the parking and overcrowding problem.

Tamra Cikaitoga talked to commissioners regarding the resolution that requires all motorized vehicles including dirt bikes to have safety flags.

Jerry Johnson from the St. Anthony Work Camp came before the commissioners to ask the Counties help in setting up a disaster drill at the work camp. Mr. Johnson will contact the EMS, Sheriff’s Department, and Fire Department for further help.

Bonnie Moore from the GIS Department came before the commissioners to have them sign an agreement to set up more control points with Thompson Engineering. Commissioner Trupp made a motion to sign the agreement. Commissioner Hess seconded the motion. A full voice vote was heard with all commissioners voting in favor.

Attorney Ray Rigby and Dell Raybould came before the commissioners to discuss the North Fork Reservoir Company tax assessments. Mr. Raybould stated that the County should not have raised the taxes, and would like the County to reduce the taxes. Assessor Ivel Burrell stated the deadline for making appointments for Board of Equalization has past. Commissioner Trupp made a motion to deny Mr. Raybould and Mr. Rigby’s request due to the fact that they missed the deadline to come before the Board of Equalization. Commissioner Hess seconded the motion. A full voice votes was heard with all commissioners voting in favor.

Weldon Reynolds Road & Bridge Supervisor came before the commissioners to discuss the Maupin Gravel Pit survey and deed, which the county purchased. Dick Dyer assisted the County in the writing of the deed. Weldon will have Mr. Dyer correct the legal description on the deed and survey and have them rerecorded.

Weldon Reynolds gave commissioners a Road & Bridge progress report.

Board of Equalization
July 12, 2004

Commissioner Forbush declared the public hearing for Board of Equalization open.

Assessor Ivel Burrell received a letter dated July 6, 2004 from Mr. Clyde G. Charles requesting a reduction of his property assessment. Mr. Charles letter was read to the commissioners. Commissioners denied Mr. Charles request due to the fact that his letter was received after the deadline.

Assessor Ivel Burrell read a letter from Mr. Pharis Jensen that was dated July 8, 2004 requesting a reduction of his property assessment. Mr. Jensen letter was read into the commissioners. Commissioners denied Mr. Jensen’s request due to the fact that his letter was received after the deadline.

Assessor Ivel Burrell stated that Mr. Dave Messinger had turned in his application for an agriculture exemption on his property. The commissioners denied Mr. Messinger's request for this year, because he missed the deadline. The assessor’s office will apply the request for ag-exemption to next year assessment.

Assessor Ivel Burrell stated that there were no further requests for board of equalization.

Commissioner Forbush closed the hearing.

There being no further business to come before this Board the meeting was recessed until the next regularly scheduled meeting to be held on July 26, 2004.
