Meeting Minutes

September 9, 2002

Present for the meeting were Commissioners Glenn Davis, Richard Baker, and Bill Forbush.

Elected Officials: Meeting with the commissioners on the regularly scheduled monthly meeting were the elected officials, Assessor Ivel Burrell, Treasurer Patricia McCoy, Sheriff Thomas Stegelmeier, Clerk Abbie Mace and Deputy Clerk Suzanne L. Bagley was present to take minutes.

Treasurer Patricia McCoy gave cancellations in the amount $272.08 for the month of July.

Assessor Ivel Burrell asked commissioners to schedule the sub roll and missed rolls in December. Sub Roll on the 9th of December at 4:00 p.m. missed Roll will be January 13th 2003 at 4:00 p.m.

Sheriff Thomas Stegelmeier stated that five prisoners are being housed out of County due to jail overcrowding.

Judge Walker stated that he would like to see a stop sign put up at the fun farm bridge for safety reasons. Commissioners stated that they would notify Road & Bridge Supervisor Weldon Reynolds to discuss this further.

Clerk Abbie Mace presented commissioners with the following liquor licenses to be approved:

1. Elk Run Station

2. Henry’s Lake Station

3. Henry’s Fork Lodge

4. Hot Shotz Bar & Grill

5. Meadow Creek Lodge

6. Star Bar

7. Timberline Golf

8. Hyde Restaurant

9. Grube Stake Market & Deli

Commissioner Forbush made the motion to accept the following liquor licenses. Commissioner Baker seconded the motion. A full voice vote was heard with all commissioners voting in favor.

Commissioner Baker made a motion to have Donna Clark move her sign to the northwest corner at Donna Clark’s expense. Commissioner Forbush seconded the motion. A full voice vote was heard with all commissioners voting in favor.

Commissioner Forbush made a motion to accept the engineering fees for a contract for the Last Chance Sewer System. Schiess and Associates will do this.

Commissioner Baker seconded the motion. A full voice vote was heard with all commissioners voting in favor.

Commissioner Forbush made a motion to accept the minutes from the previous meeting. Commissioner Baker seconded the motion. A full voice vote was heard with all commissioners voting in favor.

Commissioner Baker made a motion to accept Resolution #2002-22 declaring September 11, National Patriot Day. Commissioner Forbush seconded the motion. A full voice vote was heard with all commissioners voting in favor.

Mike Mc Donald a Fremont County resident read a letter regarding the liability issues at the Twin Bridges. Mr. McDonald would like to see the posting of a no alcohol sign. Commissioners will talk with Road and Bridge Supervisor Weldon Reynolds about posting a no alcohol signs and a curfew sign. Commissioners would like to have County Attorney Trent Grant write an Ordinance passed that would eliminate alcohol, a curfew, and improper language, at the Twin Bridges in Chester.

Dave Rydalch Weed Supervisor came before the commissioners to ask permission to purchase two spray vehicles. Goode Motor from Burley gave a bid of $23,674. Monte Wight bid at $ 21,325, and another bid from Monte Wight $23,008. Commissioner Baker made a motion to accept the bid from Monte Wight for $23,008 for the 2002 budget year, and another one for $23,008 for the 2003 budget year. Commissioner Forbush seconded the motion. A full voice vote was heard with all commissioners voting in favor.

Karen Lords and Janet Craven from Planning and Building came before the commissioner to address some concerns from the rural addressing department. Commissioners gave permission to keep Mr. Scott Miller on to help finish up the work as long as weather will permit. Janet Craven stated that all the HC boxes for year round residents in Island Park have been assigned street addresses.

Weldon Reynolds Road and Bridge Supervisor talked about the Cedar Heights road improvements that Mr. Therp and Mr. Reynolds would like to complete. Karen Lords Planning and Building Administrator and Road and Bridge Supervisor Weldon Reynolds did an on site evaluation, and decided that they would need to go through Planning and Zoning.

Social Services Director Debbie Adams asked to meet with commissioners in executive session. Commissioner Baker made a motion to go into closed session. Commissioner Forbush seconded the motion. A full voice vote was heard with all commissioners voting in favor. Commissioner Davis declared the meeting open. Commissioner Davis signed one order of reimbursement, one assignment, and one facts finding and conclusions of law. Commissioner Baker made a motion to approve case #M2002-28.Commissioner Forbush seconded the motion. A full voice vote was heard with all commissioners voting in favor.

Mr. Neil Jenkins came before the commissioners to discuss payment of the gravel pit located in Wilford. Clerk Mace stated to Mr. Jenkins that he would need to go through the title companies in order to close. Attorney Trent Grant will look over the final contract to see that things are drawn up correctly.

Lowell Birch from St. Anthony appeared with his attorney Marvin Smith from Idaho Falls. Commissioner Forbush made a motion to go into executive session for the purpose of land litigation matters. Commissioner Baker seconded the motion. A full voice vote was heard with all commissioners voting in favor. Commissioner Baker made a motion to give Commissioner Glenn Davis the authority to sign the contract between the County as soon as the County Attorney reviews it. Commissioner Forbush seconded the motion a full voice vote was heard with all commissioners voting in favor.

There being no further business to come before this Board the meeting was recessed until the next regularly scheduled meeting to be held on September 23, 2002.
