Planning Commission Meeting
July 31, 2002
St. Anthony Impact Area 6:30 p.m. – Met at the County Courthouse
6:30 p.m. Met at Courthouse parking lot and arrived at 400 North site at 6:45 p.m.
ON-SITE – ST. ANTHONY IMPACT AREA DRIVE AROUND
PRESENT: Mike Davis (Chairman), Rich Zimmerman, Connie Otteson, Kurt Eidam, Dirk Mace, Bill Smith, Rod Dalling, Linda Crapo, Karen Lords (P&B Administrator) and Sue Sommer (P&Z Secretary).
OTHER ATTENDEES: Glenn Davis, Richard Law (City Councilman), Abbie Mace (County Clerk), Chris Hill (City P&Z) and Bill & Pam Davis (Resides in proposed Impact Area).
Karen Lords displayed the proposed St. Anthony Impact Area plan. P&Z Board partnered up from the courthouse in 5-vehicles. They drove out the South Yellowstone Highway to 400 North and stopped at the site of Riverview Heights Subdivision. After a short review of the area and the Impact map the group doubled back to the east side of 400 N – out past the old Stud Mill and stopping past the Farmers Friend Canal. The group left that site and headed to the Del Rio Bridge and stopped at the bridge, at which time an opportunity was given to Commissioner, Glenn Davis, to explain the issues that several property owners had notified him about why they did not wish to be in the Impact area. Mr. Glenn Davis asked the City of St. Anthony officials/representatives as to why the Farmers Friend Canal was being used as a dividing line of the Impact area, rather than the closer canal (Twin Groves Canal), that is seen on the Impact Area map. After the tour of Upper & Lower Parker Road, the P&Z Board stopped along the side of the road (on 600 North) and decided that they had a good idea of the proposed Impact Area and opted to vote, since there was a quorum in attendance.
Chairman Mike Davis asked if there were any further questions and there were none. (P&Z Members in attendance, at the last stop before voting were: Mike Davis, Rich Zimmerman, Connie Otteson, Bill Smith, Linda Crapo and Kurt Eidam)
Kurt Eidam motioned to not approve the proposed Impact Area until the Impact Area size is reduced, substantially. The motion was seconded by Bill Smith and was approved, unopposed (that the Impact Area proposed is too large for the City of St. Anthony).
MOTION TO ADJOURN: Connie Otteson made a motion to adjourn the meeting and it was seconded by Linda Crapo and was approved, unopposed. Meeting was adjourned at 8:00 p.m. and the on-site group headed back to the Courthouse and the P&Z Board Members departed from the Courthouse at 8:10 p.m.
